they are for clearance of obstacles .such as wire or fence across a river or tree limbs and such.

Seen the border patrol boats with the same thing for cables pulled across the water.

During duck season the river can run deep, so the hunters will use a john boat to cross and pull them selves with the cable. the other thing we have is fences. In some places on the platte and the loup we run cattle and will fence accross the channel.
