This is no different than counties or cities being able to make up their own election rules. One needs only to look at the BS and lies that have come from those opposed.

It's also not a bad idea to carry a jump start box. Their small, light weight, take up less room than jumper cables generally cost around a hundred. And quite easily save your or your buddies ass.
